If you want to add territory restrictions, you will not qualify for YouTube Content ID. If you want YouTube Content ID you will have to remove any territory restrictions. If you have currently opted in for the Content ID program and you must apply territory restrictions, you need to first opt-out of the program, then you can submit your request.
